fee calculations: 1st choice & 2nd choice considerations #12

On fee calculations: not sure/clear how to manage a 1st choice and 2nd choice at end tally section: do we run with two totals, or drop 2nd choice in final totals? Any ideas?

This can be closed. We are not using 2nd choice in fee calculations.
