Test the multi-unit failure timer functionality #205

This functionality was never sufficiently tested and could very well be broken. The steps to test are:

  1. Choose a Benchmark Build that requires two or more of a unit being built
  2. Build only one of that unit (or less than the total if more)
  3. Wait 15 seconds and see if the step is then failed.
