Best idea so far is to have a window of time and number of steps that can be reordered. This would mean that if three steps are all within the same couple of seconds of one another, you can complete them in any order and they will register as complete (with the score adjusted appropriately). Setting these values to 0 would be the same as turning this off.
The defaults would be something like within 1 step or 10 seconds. This would mean that any two steps could be completed in any order with respect to each other.
There also may be some sort of way to indicate that the step was completed out of order on the build screen since otherwise the statistics will be somewhat confusing.
It is quite often that steps taken almost at the same time are perfectly valid in a different order even if the original build doesn't represent them that way.
For example +1/+1 research can really happen with attack or armor first, and it doesn't matter.
This is also especially true with supply units.
This feature should only consider the next two steps IMO. If you are skipping ahead 2 steps, that would still be a failure.
