Queen (and likely other units) not responding to cancellations #304

May need to double check the triggering unit idea, or just make all build order units reserved from the unit check

Changing Overlord exception to include anything that isn't a structure. We'll see how this approach goes until/unless we see UX problems

Fixed for now. Will reopen or create a new issue if more similar behavior is found
