Implement Bank Versioning Feature #310

This is similar in purpose to #308, but in this case is specifically oriented around clearing the bank when it needs to be versioned and letting the user know that this is happening.

It would be interesting if this can be done for only part of the bank, but for its initial implementation, it will probably need to go ahead and clear/reset everything.

This can also be used to display version update and release notes information the first time someone loads up the game after an update.
