Refactor all build stats triggers based on "every second" to a single trigger that delegates #372

This will help condense the logic for clarity. Having different triggers for each stat do not seem helpful.

need to remember too add logic to account for the recently updated variable-based model

Nevermind. I have decided that specific triggers for each purpose that are grouped are better
