tg-dump plugin initial implementation

The branch contains an instrumentation plugin for nanox (based on tdg) developed for the task graph analysis portion of the legato project.

Summary of changes:

• Added a new instrumentation plugin
• Added the PAPI library as optional dependence to the build system (required for for the plugin)
• Changes to the nanox internals to facilitate the extraction of data sizes for graph edges

Features:

• User specified PAPI counters
• Json output for importing task-graph output into other tools
• Optional verbose PDF output with counters and edge weights visible
• A fix to the cregions dependency plugin from my other pull request here

This branch is a work in progress, some stuff still needs doing:

• Handling of commutative and concurrent sections when outputting json (at the moment it will just exit with a message if they are encountered)

This Pull Request has been actually merged but not detected by GitHub. We do automatic rebase on Merge Requests on our GitLab instance to keep a semi-linear history and the new hashes differ from the hashes in this PR, so I guess GitHub does not recognise them as the same commits.
