Bump swaylock-effects version #47

Bump swaylock-effects version in order to work with sway version 1.8 and remove 1.6.10 to prevent portage to pull this older version that not work with sway 1.8

What version of swaylock-effects should be used? Mortie's or jirutka's? I will remove KEYWORDS ~amd64 from jirutka's swaylock-effects-1.6.10. ebuild to prevent portage pull this old version that will not work with sway-1.8 and jirutka's swaylock-effects-1.6.11 will failed to emerge when do simple version bump and fixing this ebuild is currently beyond my ability, sorry about this.
