Add new ebuild: gui-apps/stacktile #63

Hi

This is an alternative layout generator for the river window manager.

No idea what category it should go in, suggestions appreciated.

The project changed from C to Zig after the 1.0 release which is why the two ebuilds look so different.

HEAD builds fine on my x86 machine but not so much on ARM. 1.0.0 builds just fine on both x86 and ARM.

Also wanted to take the opportunity to thank @epsilon-0 for his careful review of my previous PR and his patience and excellent guidance through the process. Much appreciated!
