Adds joinus.md to repo, and a call to action in README.md. #24

This PR addresses most of the concerns in #18 and some of the concerns in #4 as well, since they're a bit related.

As minor details, streamlined some wording in playbook.md and guidelines.md- @koobs let me know what you think. :)
