Contrast between disabled and enabled select options is very slight on IE8 #426

Using IE8, on the "Project access" section of the "Admin" tab, it is not 
immediately apparent that "Grant Manager" is disabled when the user doesn't 
have permission to assign the Grant Manager role.  It's not selectable so not a 
big problem but the styling doesn't make it very obvious.

The input is simply using the disabled attribute and styling is deferred to the 
browser. I could add a tooltip hover popup that states yu do not have access to 
set this item...
