With regards to the Project > Admin pages...

The admin button (and thus page) is only visible to ROLE_ADMIN and 
ROLE_FC_ADMIN, so project admin level do not have ANY access at this stage 
(neither do GM, eds or public).

There are some pages that ROLE_FC_ADMIN do not have access to: "Users", 
"Audit", "Manage projects, sites, & activities" .

Edit/correction from last comment:

There are some pages that ROLE_FC_ADMIN do not have access to in the Admin 
page. The pages they _can_ see and edit are: "Users", "Audit", "Manage
