Hide or remove "Manage projects, sites and activities" menu item for ROLE_FC_ADMIN #451

The "Manage projects, sites and activities" menu item available to 
ROLE_FC_ADMIN does is a relic of earlier development, does not function 
correctly at present, and is somewhat redundant now.

Given that we will be providing FC_ADMIN role to over 200 DoE staff on Monday 
16/12, it would be wise to disable access to this menu item ASAP.
