Association matrix has some incorrect associations #501

'Radiation - mean annual precipitation modified (terrestrial)' is being 
compared with marine layers when it should NOT be.

'Bathymetry and Topography 9 sec' (terrestrial and marine) isn't being compared 
with terrestrial when it should be, but IS being compared with topographic 
slope % (terrestrial)

Topographic slope % (terrestrial) is being compared with all terrestrial and 
marine layers when it should be only compared with terrestrial

Topographic slope degrees (terrestrial and marine) isn't being compared with 
marine layers when it should be.

It looks like the terrestrial/marine parameters for Topographic slope % 
(terrestrial)and degree (terrestrial and marine) layers have been swapped.

I checked the Dev and Prod Layers Table and all terrestrial/marine settings 
were correct except for 'Bathymetry and topography 9 sec' - and I corrected 
this. It was set 'Marine' when it should have been 'Terrestrial, Marine'.

Set 'Critical' as the problem means the association matrix is incomplete and 
while few users will find this matrix and use it in subsequent analyses, I'm 
assuming that the colour coding used when selecting layers will be incorrect 
for the layers above and all relevant layer pairs.

Assigning to me for now. We need to work out priorities across the board.

I raised this with Adam and he said that the routine only expects to add 
missing layer values. This explains why incorrect associations (e.g., between 
terrestrial and marine layers) remain. What needs to happen is either

1. Delete the CONTENT of the existing matrix or
2. Delete the offending rows and columns of the existing matrix

and re-run the procedure. If (1), then it will take a few hours.

New interlayer association matrix is available.  Still need to replace the 
static pdf and csv versions that live in various places on prod.
