Trigger for migrating reporting function between stages #503

The position of the report button and the stage that it applies to migrates 
with the "current stage" marker in accordance with the date range for the 
current stage. 

These need to be decoupled so that each stage prior to and including the 
current stage which does not have a "stage approved" status will display it's 
own "stage report" button, and the "current stage" marker can independently 
display correctly within the date range for the current stage.

Approved stages should display a "Stage approved" marker together with the 
approval date and name of the approver, and stage activities should be locked 
from editing.
