Add GAPS widget to dashboard.ala.org.au

I've been creating a list of GAPS in the Atlas. These could be data or 
processes. I've had positive feedback suggesting people are keen to know and 
address gaps where possible. 

As a start, it would seem wise to add a widget to the Dashboard that contained 
some reasonably easy to get figures. Suggest

1. Number of species without occurrences
2. Names without NSL matches
3. Species without images
4. Low richness LGAs (from SP Tabulation) - say lowest 3
5. Low observation areas(from occurrence density map) - lowest 3

We need to be open about issues and we could hope for recruitment to address 
issues.

It would be useful to link the categories above to the record sets that would

Please consider adding #Annotations with breakdown on Issue Type (geospatial, 
habitat, taxonomic, outlier, temporal) with links to associated records. It 
would be good to see the profile of the annotations service rise considerably 
and this may help a little.

Suggest need to capture downloads stats from ALA4R usage - which will be 
released soon.

Also need to reduce or remove 'Other' category for downloads but this requires 
another issue regarding mandatory registration.
