Ability for admin users to add an editable narrative for display on the project Overview tab #538

Admins need the ability to write and edit a narrative about the project (under 
the project Admin tab) and have it display on the project Overview tab. This 
text will need to be indexed for searching also.

Display on the Overview tab is expected to be to the RHS of the documents 
listing (right justified) and approx the same proportional width (or slightly 
less) as the image on the LHS. May need to reconsider appropriate widths to fit 
all 3 components across the page.
