"News items" in the About page not displaying in IE when users not logged in #543

IE specific issue. The whole "News" panel is not displaying for not logged in 
users. This should display always

Its all browsers, not just IE... 

The news panel is not visible to "not logged in" users as this was what was 
specified in issue 400:

https://code.google.com/p/ala/issues/detail?id=400 (second paragraph)

AFAICR, this came from DoE, so we should be sure of this before changing it... 
let me know and its a one line change.

DoE has changed the requirement here to make it publicly visible
