Allow project budget amount to be editable in the Admin > Project details page #544

DoE have noticed discrepencies between the project budget figures on some 
projects in MERIT and their counterparts in GMS and the figures need to be able 
to be edited.

Project budget amount needs to be added to the Admin > Project details page, 
and also be editable.
