Ability to bulk load data into form tables #556

Several users have requested the ability to bulk load multiple records into 
form tables. This is particularly relevant to planting weed and pest species 
lists where such lists are often kept in a spreadsheet or DBF format or similar 
in external systems and regenerating them in MERIT is inefficient, time 
consuming and generally painful. The requirement could however easily apply to 
any embedded form table.

Whilst this issue is specifically dealing with a manually triggered import from 
the context of a form table in "implementation" mode, it is also required for 
the inter-system data transfer from enQuire, LMDB, etc.

Sample working data from Greening Australia ACT is attached in DBF format as an 
extract from their current system.

I should have also added that the supplied sample data is for testing purposes 
only and the provider requested that it not be publicly visible (yet)
