The KML return by the web services is invalid & cannot be opened by programs
such as Quantum GIS (QGIS). For example, the KML from
http://spatial.ala.org.au/ws/shape/kml/3742602
needs the following tags wrapping the "MultiGeometry"
<?xml version="1.0" encoding="UTF-8"?>
<kml xmlns="http://www.opengis.net/kml/2.2">
<Document>
<Placemark>
