species checklist download LSID mismatch

Downloads of checklists are resulting in a mismatch of the classification and 
the LSID.

Example:

The LSID is for the magpie.

It happens because the BIE is not returning the bulk guid lookup in the order 
that the guids were supplied.  I have made changes to bie-service that have 
been deployed to test. We will just need to redeploy BIE service for the fix to 
come into effect.
