Redirect http://spatial-dev.ala.org to spatial.ala.org and setup new dev url

Walter Jetz published a link to spatial-dev.ala.org.au in Integrating

We need to 

1. Redirect spatial-dev to spatial
2. Setup a new link to the dev system

I'd rather not make drastic changes to our environment because of one link in a 
paper.

My preference here would be to add a popup (activated with config) to the dev 
install which says something like:

"This is the a development environment where patches and latest software is 
tested. It is NOT INTENDED for normal use.
Please use http://spatial.ala.org.au/ for normal use. To proceed with using the 
dev environment click here."

This could be something we re-use for announcements (although I personally 
don't like sites that do this regularly - but i can see there maybe a need).

That's a fair solution. I just wanted to make sure this was documented in case 
issues arose.
