Bicache load check for empty files #609

Add an extra step that checks for empty files before attempting to load a data 
resource. 

Particularly important for ANWC because they automatically generate and upload 
archives that fail.  These ZIP files will contain empty CSV files.

Never got around to doing this. We have not scheduled automatic deletes of 
records for any data resource.

Was added as an issue due to ANWC and Maragaret's requirements.
