Expert distributions not working as valid area options #617

1. Add to Map | Species | Regent Honeyeater (which includes an exp dist)

2. Tools | Scatterplot/Scatterplot List/Points to Grid/Predict/GDM

all provide as the (only) 'pre-mapped' option: "Expert distribution: Regent 
Honeyeater" when it should be the point layer ("Regent Honeyeater" in this 
case)!

Expert distributions are not a valid option in the associated tools. "Regent 
Honeyeater" in this case should be - and isn't listed.

Expert distributions are correctly listed as valid areas for analysis but don't 
appear to be working.

Some distribution areas are represented by very large WKT strings.  Need to 
make them smaller before passing them on to biocache queries.

attempting to reduce the size of WKT when it exceeds max_q_wkt_length setting 
in webportal-config.properties.  Only applies to WKT areas, e.g. distribution 
areas, checklist areas, shape file uploads.

I asked for an area report on the Banded Lapwing Expert Distribution and it 
worked. I reckon that is a fair test.

As a related aside, I noted various point records outside the 'expert 
distribution' (not uncommon) and wondered how these records could be exported 
for analysis and possible annotation. This raised the question of intersections 
with expert distributions. I'll leave that for another issue.
