DEV: Add to Map | Area | Select area from polygonal layer - Next button inactive

Next button should remain disabled until after you have selected a polygon from 
the map.  

With both NRM Regions and Land use layers mapped I was able to select the radio 
button next to the layer name and pick a region from the layer by clicking on 
the map.  After doing this the grey box below the listed layers was updated 
with the partial WKT.

Is there a problem selecting the layer on the map not registering the requested 
area?
