SP should use standard species list download URLs

The SP use non-standard mechanisms for downloading a list of species.  It would 
be nice if all component (hubs and SP) use the same mechanism for consistency.

The following url will download the list of species based on a query. The 
supplied args will automatically include the higher level classification in the 
download:
http://biocache.ala.org.au/ws/occurrences/facets/download?q=data_resource_uid:dr
364&facets=species_guid&lookup=true&count=true
