collections webservice json returned with "Content-Type: text/html" #643

Using any collections webservice that return JSON data specifies "Content-Type: 
text/html" in the HTTP header.

$ wget -S http://collections.ala.org.au/ws/institution/in33
[...]
  Content-Type: text/html;charset=utf-8
