Ability to set a display sequence for program dashboard categories #654

The current rules for setting the display sequence of program dashboard 
categories is both unclear and fixed (ie. cannot be set by authorised users). 
This causes categories to display in an illogical sequence, adversely impacting 
usability.

Provide the ability, perhaps in the Admin > Tools menu for authorised users 
(ie. FC_ADMIN only) to be able to set the display sequence of existing program 
dashboard categories which have been defined in the activity model.

Display sequence changed to hard coded decending alpha-numeric, which is OK.
