Change reference polygon for "state" in which a project is located to "state + adjacent coastal waters"

Faceted filering on "state" appears to currently only apply a terrestrial based 
polygon and is therefore missing some projects occurring on off-shore and 
near-shore islands or in coastal waters - eg. project A0000010502G in the 
Torres Straight. 

Check and change (as appropriate) the reference polygon for defining the state 
in which a project is located to include the terrestrial jurisdiction + 
adjacent coastal waters.
