Mandatory registration on ALA site #672

So it is 'on the books'-

It seems wise to enforce registration of users on their first data download, if
they are not already registered. The benefits would include

1. Removal of the many 'unknowns' on usage and context. It would be useful to
know user context (affiliation, interest, usage etc) to enable prioritization
of work on the ALA systems.

2. Ability for users to use the increasing ALA facilities/services that do
require registration (e.g., list creation, session restores..)

3. A single agreement sign-off on registration regards attribution, usage etc
similar to what GBIF had done.

As noted earlier, it would be good to evaluate the necessary/mandatory
information on the user profile.

Thanks Lee.

This is a decision that needs to be made by ALA management committee and with
community consultation - which is what GBIF did.
