Limits for batch intersect #716

Currently, - http://spatial.ala.org.au/ws/intersect/batch has a limit of 299 
layers and 1,000 points (although the 299 doesn't seem to be clearly 
documented).

The layers appear to be less of an issue than the points if the limits are due 
to computation? I don't think layers need to be limited but the number of 
points does, and that is dependent on the number of layers.

Updated to 100000 points and 700 layers.  This can always be revised if there 
are any issues.

Ben: I've pushed a new version of (ALA4R) intersect_points which has the 
increased limits and updated docs to reflect those (also a warning to users 
about the 414 error)

It's definitely a server-side limitation, I tried the URL in a browser and got 
the same results (long URL pasted below). Looks like ALA uses Apache, and a 
quick google suggests that the URL length limit can be increased if they wish 
to do that.

Is intersect_points using intersect/batch web service as POST or GET?  It 
should be using POST.  Works OK for me.

Its probably hitting http URL length limits (2000 characters).
