Add support for large layers in the spatial portal #721

MERIT currently allows project sites to be faceted against the NVIS 
environmental layer.  
This was implemented in MERIT as the spatial portal at the time had problems 
with the layer file size (~15GB from memory).
Ideally the spatial portal would be performing this function.
