Management Practice Change output: aggregate select list classes into reporting classes #739

Need to aggregate some select list classes for industryType to enable reporting 
at an aggregate level for horticulture and broadacre cropping. 

This will involve adding aggregation JSON to the 'Management Practice Change 
Details' output data model.
