Choose a License #23

Currently there is no License file. The project needs a License file to allow others to contribute and help the project. Maybe the GPLv2 or v3 is appropriate. What do you think @bsergent ?

@Aztorius , I'm looking into the different licenses now. I originally chose an All Rights Reserved license (which I only selected on BukkitDev as it was easiest), but I'm thinking a more open source license as you suggest is needed now that I'm not able to update the plugin as often as I would like.
