Have 'Force Sync' reschedule next sync to now if Sync currently enabled. #193

Currently the 'Force Sync' SyncManager action schedules the SyncManager to run once when it is currently disabled. However, if the SyncManager is already enabled, then it should reschedule it to run immediately, and then resume its regular schedule.
