Release notes are not visible in the Visual Studio UI #1

Description Release notes link in the Visual Studio Extensions UI is showing blank page.

Steps to reproduce

Install the extension.
Go to Extensions -> choose the extension, click the 'Release notes' link. Expected: Release notes from ReleaseNotes.txt are shown. Actual: The file is empty.
