Deployment scripts for Windows #180

There are no make or bash on windows, so now users have to do all this manually.

@gentoo90 For some reason the TravisCI build is failing after this push (it was green when I merged). Any ideas?

Err... I only added two new files, which don't run during tests. It seems tests just randomly fail. They failed on #167 pull request, but suceeded when I ran them manually on the same commit.
