Well, the title says it all.

If you have a Steam Beat Saber Installation all mods are always installed there, even if you select the Oculus Beat Saber path in the settings. The path setting is ignored.

Are you still having this issue? I looked around in the project and I don't see why this would be happening.

Make sure you are launching the game after installing the mods, because if I remember corectly BSIPA doesn't actually place the mods in the correct folder until you launch the game.
