Create an RPC interface to allow other applications to remotely control bsnes

Start to sketch out our methods
Add a thread-safe queue from Folly
Allow threads to be terminated
Set up RPC but stub it out
Create our worker thread
Refactor HTTP server to hpp/cpp so it can be used in multiple TUs
Set up the dumbest HTTP server
Implement pause RPC
Disable IPv6 and only bind to localhost
Add a command-line parameter for the RPC server
