Better timezone handling #3

It would be nice to be able to display the tutorial times in their operational timezones instead of forcing everything to the tz specified in _config.yml. However, a moderate amount of Googling does not reveal any way to do this. So it might have to be done "artificially" if we want to do it.

Another idea, possibly a sufficient alternative, would be provide a link to a timezone converter.
