There is a github.com/ALL organization, though there's nothing public there. But that means there is very little chance that we'd ever have an actual presenter with a github id of "all". So I think it is still okay for it to appear in agendas as a presenter id. It should immediately be recognized as a special token anyway -- never turned into a link to github (which we're not doing at this point anyway).
