Support publishing presentations at non-DOI URLs #77

In https://github.com/bssw-tutorial/tutorial-management/issues/37 we decided that we don't really need DOIs for presentations. To enable that, we need to update the website logic to support plain URLs in addition to DOIs. The reserves/published logic is probably still useful.
