Figure out how to synchronize milestones (and maybe labels) across repos

We want to be have a common set of milestones (mostly tutorial events) across most or all of the repositories.

Possible solutions:

• https://github.com/pbochynski/github-sync
• https://github.com/jackjia-ibm/github-sync-repos (there may well be others worth considering)

Is there some way to do this in an action?
