I've started a Google Doc "TUTORIAL-HOWTO" in our GDrive space focusing particularly on the process of developing proposals, which primarily takes place there.

There is also some limited notes here: https://github.com/bssw-tutorial/tutorial-management/blob/main/README.md

Move this over to https://github.com/bssw-tutorial/tutorial-management/blob/main/README.md and fleshed it out a great deal. It is not complete, but it is a good start. I'm going to declare victory.
