Added tool to help road digitizing #9

Hi Angelos, good news something is moving in DigitizingTools! I wonder if we could name this tool in a more general way (RoadTool does not ring a bell for me - what is it good for?) Maybe "digitize line between adjacent polygons" (if that is what the tool does)

Hi Bernhard, very good suggestion, I will rename the tool.

@bstroebl done renaming, the new tool is called DigitizeMedianLine

@bstroebl I had squashed commits before making this PR, the new commits are not squashed because it would change history of this PR page.

Can you just delete this pull request (I do not mind loosing this discussion) and issue a new PR from your branch?
