Choose language of Chuck facts command #28

Right now, the !chuck command only return Chuck Norris facts in french, we should be able to configure the language expected, at least english.

The !chuck command use the API https://www.chucknorrisfacts.fr/api/api, this API does not provide english facts so the command must use another API for english facts (https://api.chucknorris.io/ for example)
