Updating FastSync UTXO set and location of it #957

It's been a year since @NicolasDorier last updated UTXO set, providing the one more recent and ensuring it's on hosting that @ndeet brought up.

@petzsch thanks for offering, but let's keep it simple and within the hosting that the core team has access to. After this is updated, we can consider opening a new issue if there is long-term will to support this through some alternative.
