oonf_api: update OONF to v0.15.1 #108

This is a migration to OONF v0.15.1, this is an experiment so don't merge it, this is to test (I haven't) and to see feedback.

I made this migration as some internals on oonf_rfc5444 will be needed in order to have a proper RFC 5444 protocol implementation (a real one) that's more stable, and that can work on various network interfaces without problems, will ease the parsing of AODVv2 messages.

Tested, AODVv2 still works like a charm!
