feat (Made sure links open in a new tab via HTML markup amend) #26

Semantic duplicate of PR 7 https://github.com/btholt/four-semesters-of-cs/pull/7 but different approach, used plain HTML markup amend to make sure that external links open in a new tab as there were so few anchors.
